...a VPN app that lets me type in the IP address of a proxy server then use that for my VPN? This would be nice to have on iPhone.
 
That really doesn't make any logical sense. The "proxy" would have to support your VPN scheme and service in order for you to "use that for your VPN" directly.

You can connect to a VPN and then proxy over that somewhere else, no problem, but you probably don't have any actual technical requirement for doing so.

I don't think you know the use of a VPN and proxy. In terms you should understand, what you're asking is like using the IP for a Minecraft server to connect and play CS:GO on. The server needs to support it.

Sorry I wasn't really clear, was I? I mean, if I know the IP address of a VPN server, and I have a list of them, is there a such app that I can type in the address of a VPN server and connect to THAT?

That's not at all what you said before, and you were quite clear on that:

As for your new question, no it's not that simple. VPNs use different methods of encryption and require both ends to be configured the same. You'd need the VPN and your client to be configured for either PPTP, L2TP, Open VPN, etc. Plus, you need to be able to authenticate on the VPN server. Even if you know the IP and type of VPN, if you don't have credentials on that server you can't connect.
