Asking for some help. :)

Hello, i am first time here, so i am not shure if it is right forum for this topic.
I sreached the forum but havent found problem.
I have alot of problems with pc/os i guess, there is a lot of lagg on it. sometimes it just feezes and goes with mouse loading and problems/sometimes end process.
I currently use windows 7 ultimate 32bits ( 64 laggs even more), tried 10 didnt liked it had same issues, i can even play dota 2 the only game i want, i tried using ubuntu os, but dota laggs more, i dont care for games that much if able to fix pc. I am asking if there is os suitable for me, for no lagging.
Here are my pc specs :
ram ddr3 1300mhz
gcard amd radeon hd 5450 1gb
processor intel celeron 2.7ghz x2
motherboard msi h61 i think not really shure.
I was considering piratin mac os x but idk if will work better.

The problem you have is with the celeron processor. Celeron's aren't meant for gaming. What motherboard do you have?
 
I would highly suggest upgrading your processor if you can. Socket 1155 is now a dead socket. You may have to look at ebay or something similar.

damn, if i but via ebay, its not going to get to my area hahahahaha. Serbia here.
Wait nvm, is there any way to speed pc up with weaker os, ill be starting college next year and i should get some money for laptop for about 500$, so i dont really wanna upg my pc.
