Noob requires major help

Hi,
I am a novice when it comes to computers and could do with a helping hand requiring buying and first steps in learning some kind of computer skills..
I am in Slovenia and wanted to buy a new laptop,what I need to know is will the software be in Slovenian or can I change the settings to English when starting up the computer for the first time.
If the software is in Slovenian it will not be worth my while buying one here as I dont speak Slovenian as of yet.
I have seen a laptop with nothing on it,which I presume would mean buying that particular software in English and installing it myself.
If this is so,is it difficult to do ?.
Also some advice as what to study first regarding basic computer skills and if someone could recommend any budget laptops to learn on.approx 300 euro.

Windows has support for pretty much every language. It should be a matter of just changing settings if it's in the native tongue.

Not hard at all. A bit frightening at first, but the Windows Install process is step-by-step, just mouse click here and there, and the installer does the rest. All you need is a computer and the Installation disc with valid Key.
 
With a 300 euro budget you might want to look for an older Dell on ebay. A lot of sellers there will ship world wide. Not sure if Amazon sells to your location. Perhaps amazon.co.uk?

I am using a Dell Precision M6300 right now as I just use it for Internet. This is a dual core 2.4 GHZ and 4GB of RAM running Windows 7. You could use one of those. It's been really solid for me and I have had little streaming issues. I do have a few legacy games on here; Mario All Stars emulator, Command & Conquer Generals Zero Hour and Simcity 4. They play well. My desktop is mostly for gaming.

Installing an operating system requires you to change the boot options in BIOS and boot from the CD. That's it! Unless the BIOS is already set to boot from CD. http://www.wikihow.com/Install-Windows-7-(Beginners)
