Need "Administrator Permission" to move PDS file

I'm trying to save a .pds file from CyberLink PowerDirector to an external hard drive. But it keeps telling me that I need permission from the administrator before I can do this. I am the administrator. Anyone know what I can do? I want it on the external to save space. Running Windows 10, HP laptop.
 
Right click on the root folder (top folder) of the external drive, select properties. Seclect the Security tab and ensure all users have full permissions. Then go to Add, type your computer user name (even partially) and select Find. Add that will full permissions. Then go to Advanced and change the ownership to yourself ensuring you select the two inheritable permissions replacement check boxes.

You should now be all good.
 
You usually can't put it in a location that was already there when the drive was bought. Should be able to put it in the root directory though. Are you saving it from within the program or are you copying it from a location on the hard drive?

Tried all that, everything has full access, but now it says "A required privilege is not held by the client." But I everything to full access.

Within the program. Hitting "Save As..." and trying to put it in the hard drive.
