My Computer -> Manage -> Users and Groups

Whenever I right-click on 'My Computer' and select manage from the drop-down list, I do not see the 'Users and Groups' in the new windows that opens. This is getting frustrated on Windows 7, 8, 8.1

Is there a way to access them or maybe an add-on?

Have you looked here: Control Panel\User Accounts and Family Safety\User Accounts?

Still not possible because when the 'User Accounts' opens but when I go on the 'Advanced' tab and click on the 'Advanced' button, there is nothing displayed in the 'Local Users and Groups'.

Can you find what you need in: Control Panel\System and Security\Administrative Tools
open computer management and on the left you will see local users and groups.

The chain for the local users and groups in the Manage window is Computer Management>System Tools>Local Users and Groups

No, there still isn't any 'Users and Groups' in the 'Administrative Tools'. What else can I try maybe?
