My computer is fine but i have to turn off my computer to start it

I meant turn off and restart to wake or computer goes to sleep and can't wake.

You mean you have to turn the switch off on the power supply and then turn it back and then you are able to turn pc on? If so, then its either a bad power supply or something with the motherboard.
 
Update the BIOS and see if that helps. This seems to be a hibernation (cstate) issue. What exact motherboard? In the meantime, disable hibernation.
 
Yep, totally forgot that this could be hibernation enabled. Though you should be able to click mouse to turn pc back on, at least I can when I had hibernation turned on.
