GTA 5 crossfire sucks. Help?

Hey guys.
I have a 7970 (slot 2) and an R9 280x (slot 1) in crossfire and it gets worse performance than running just one card in GTA 5. BF4 runs FANTASTIC so I know the crossfire's working fine. Any suggestions specifically for crossfire in GTA 5? I can't seem to find any solutions.

Shouldn't crossfire be used with the same GPU? I mean you could use one card for PhysX only, but I don't know if you could use dissimilar hardware. Maybe I'm thinking it's like RAID.

I have read that CPU intensive games like Flight Simulator fare better with one GPU rather than two or more due to the CPU load they have. Not sure if that has a bearing on GTA 5.

Is a 7970 even at spec for the game?
 
280x are 7970 rebrands.

What have you tried so far? GTAV seems to have a lot of issues with CF out of the box.

I've tried Crysis (which has huuuuge pauses every 3 seconds), BF4 which is flawless, GTA5 which sucks (15.4 drivers even run better than 15.12), Borderlands 2 which works.
 
I mean what different settings have you tried?
Ultra settings. I've used Riva Tuner to track usage and my cpu usage runs at around 60% and my gpu usage is at 35-50%. :S
Something's boggin me down and I'm guessing it's windows 10 and crappy drivers. Installing Windows 7 tomorrow and seeing if that helps.

Running windows 7 now with the latest 15.12 drivers and they're definitely worse than 15.4 drivers for crossfire. What do I do?
