My Brother Wants a Computer

So, my bro ran CCleaner registry cleaner on his computer against all my advice. Aaaand he crapped it. It turned on and ran decently at first so he didn't roll back (again against my advice) and now there are some issues and he's all "must mean it's time for a new computer." *sigh*

I don't want to go through all of the work of finding the perfect computer pieces for his needs. Mostly because he runs stuff I don't really care about for my own needs.

Thinking you guys can help me out here. His budget is 1,500-2,000 and he wants something that runs games, photoshop and generic image manip. He is a graphics designer as well as a gamer but doesn't want separate rigs.

He wants a SSD for the OS and he already has a couple of HDD's he'll be using. So those are done. Lay it on me, guys.
 
Nothing he can use. It's a nine year old computer. Bought back in 2007 when it was the hot pants and now it's just really obsolete. He hasn't upgraded or touched anything in it since he got it. I don't hardcore game OR do image manip or anything so I have no clue what he needs for that.
 
What case and PSU has he got?
Will he reusing them?
Assuming DVD burner to be re-use?
How many existing HDD need to house in the new rig?

Really depends on the license and the OS. You can usually get it reactivated via phone support.

But if it was bought back in 2007 that means it would be Vista installed and its almost out of support anyway. New computer time anyway.
