Wait it out! If you desperately need a computer, buy everything but the video card.

The RX 480's coming out on June 29 and that will be the sub $200 card to buy.
 
That really depends on what you're wanting to do with this computer. Gaming? If so, then you'd be much better off either saving more money and waiting to buy it, or downgrading the GPU substantially to get a better CPU than that (that wouldn't hold up in games very well).

Not to mention the 1000's series just launched-ish, and the 480s are coming later this month, so those are something to look out for.

Honestly, you really ought to wait about 2-3 weeks before buying anyway, but regardless, you really ought to spend an extra $50 or however much and get an quad-core i5 instead.

What would lack of a video-card do? And I have plenty of time, just I'd rather not wait until July. And is the RX480 some hyper-powered thing?

If you're really set on that budget, then you can stick with the i3, and upgrade later, since the socket type will be around a while longer.

The 480 is the next best thing for $200 or less. It would almost certainly destroy the 950 you have listed without breaking a sweat. Totally worth waiting.

Could you send me links for the I5 Quad-Core via amazon, and the RX480 is a video-card yes?
 
Can't stress this enough. Yes. It will be. Waiting one more month will be fine. If nothing else, buy everything but a graphics card, and wait until it's released.
So, could the CPU runs games (Shadow of Mordor, Civ, Dirty Bomb, and maybe Skyrim) with good frames and not over-clocked, and with the RX480 have them look nice? As in honesty, that's what i'm looking for.
 
You won't be able to overclock Intel CPU's on the non-K models. As for the RX 480, it will play those games with great performance. Early benchmarks for the RX 480 suggests performance that is in between a GTX 970 and a GTX 980.
 
The i5 is a great CPU for gaming and it's also a good option for other things like photo and video editing too. It's a great all-round CPU and paired with the RX 480 it will play games with no problem.

Even the i3 which you originally listed is a decent gaming CPU too!
 
The RX 480 is supposed to be at least R9 390 performance levels, if not higher. 390's can pretty much max all games at 1080p with a few exceptions and push along 1440p with ease on highish settings (which is what I do).

The 390 currently is $320 or so and the RX 480 will start at $200 for the 4GB version and a predicted $250 price point for the 8GB version. You'd be stupid not to wait. Also the 390 uses nearly double the amount of power as what the 480 will be.
 
You probably want to get a proper ATX mid tower over a mATX tower and an ATX mobo.

As for wireless, you can get a wireless usb dongle, or a pci-e wireless adapter.
