upgrading graphics card

I'd honestly say go RX 470 or 1060. The 470 is REALLY close to the 480 in performance. The extra money spent for a 480 might as well be spent on the faster 1060, IMO.

Is it bad to go with the one for 105 after rebate? I guess if I knew I'd go from 20 fps on low settings to x it would help. I feel like I don't game enough to warrent spending double the price for what I want.
 
You'll get like 30-35fps on medium-high settings with xcom 2 with the gtx 950. On Ultra settings... the 950 doesn't stand a chance.
