USB Problems. PLEASE VIEW!

I just bought a computer a few months ago. Everything was running fine for about 1 1/2 months. Then for some odd reason, my USB Ports didn't work anymore. I have tried everything that is on the web. I have reinstalled the drivers, tried system restore, etc. Nothing. The odd thing is, my keyboard runs fine with the exception of the Number Lock, Scroll Lock, and Caps Lock lights. Same with my mouse. The buttons work, but not the wheel. I don't think it's software related, the only stuff on my computer is FL Studio, Visual Studio, a few C++ compilers, and Steam. I checked the BIOS wondering if something there was off, nothing. For the record, my computer stats are: Windows 7 Pro x64, Intel i3 6100 at 3.7 GHz, 8 gigs of RAM, 1 TB hard drive. Please let me know about any help.

Flash BIOS, update chipset drivers.

This sounds like the most logical step. It's worth a shot. Other than that the only thing I can think of is running SFC /scan now in cmd and if that doesn't fix anything try a repair install. If it still doesn't work I suspect header cables or MOBO.
