PC wont start

So when my friend turns on his pc. it says starting windows repair tool. and when he tries to fix it, it says it cannot be fixed, and he cant reset his pc because the drive is full. and suggestions

What do you mean the drive is full? Probably will have to backup data and reinstall windows.

Then he needs a bigger drive if he ran out of space. Get a new drive and reinstall windows. Probably why system won't boot up. How big is the drive? Might have a malware issue replicating files.
