Low CPU Fan Speed, Above Average Temperature

Hello all! There was a recent interesting development with my custom build. The CPU fan is the only fan in the case. I have some variant of the Cooler Master Hyper series 120mm PWM (4 PIN) currently.

One day recently, I powered on the computer. I could hear the normal process of boot up (fan speeds up, and then it gradually slows down to normal operating speed, 2800 RPMs or so). However, this time the fan speed kept dropping (noticeable audibly, because typically it was loud) and SpeedFan showed 1043 RPMs.

Also, CoreTemp typically reports processor temperature around 30 degrees Celsius, never higher than 35 degrees. As the fan speed has dropped, and it never speeds up, the temperature now stays steady between 47 degrees and 55 degrees, depending on activity.

I confirmed all of these findings in the BIOS.

I replaced the CPU cooler and fan in 2014 with the current unit, because of the exact same issue. Every component of the computer is the same, nothing has changed hardware or software wise.

Obviously, the motherboard is aging. I'm mostly curious I suppose as to what I should do next. I've exhausted researching forums, and done some troubleshooting steps to no avail. I have noticed no differences in terms of performance. I don't know if this a motherboard issue or another bad fan.

Motherboard is the Asus M4A785-M.
Processor is the AMD Phenom X4 9550.

I don't have a different fan. That's why I stated in the post that I wasn't sure if it's yet another bad fan, or the motherboard is on its way out. I was hoping someone with experience would be able to give a more detailed response about their experience with a situation similar to this.

It seems a little odd that this processor is about to need its third fan replacement. It's abnormal in my experience.

I would have to agree with Darren on this. I doubt very seriously if its a cpu issue. Sounds more like a motherboard issue. However, you said the cpu fan is the only fan in the case? Why? You should have a front intake fan and a rear exhaust fan to help cool the system down.

Yes, only the processor has a cooling fan. I mentioned this simply as a way to document and present what troubleshooting steps I have exercised.

The system is open and gets plenty of air flow. As I stated, since 2014, the CPU runs extremely cool and the fan, when functioning at a normal speed, is more than adequate. I'm not sure more fans will help with this issue, as the only reason the processor is running warm is due to lower fan speed.

I suppose I'll purchase yet another fan and see if anything changes. Just seems strange, especially considering most PC systems with no case fans will run for 10 years or better with no CPU fan failure, and virtually maintenance free hardware wise.
