I want to buy a R9-290X for around $200 but 300 watts is a bit much. So can I get a good video card without it putting out so much wattage?

Unfortunately AMD tends to run slower and hotter on GPU's. If you're buying that old you would probably be better off looking towards a GTX 970.

What exactly are you considering good? In terms of performance in say current games? Rendering power? What exactly is it you're aiming for with your computer? Because you can get some 1060's for around 200USD.

Agreed, you'd be far better off with the 1060. Could even spend a little more for the 6GB version and get better performance while drawing the same power.

I wouldn't spend that on a 290 at this point.

What's your main concern on the wattage side? Usually it's simply a function of powering additional hardware resources. When comparing the same family of cards, lower tdp will be a slower card.

1050 TI would probably be more than enough unless you're trying to max out the newest games.

Used 970 wouldn't be bad either.
