I would recommend buying an sdd for your os and for long loading programs and then using a HDD as storage, even a cheap ssd 250gb+ will much improve your experience.

All HDD's fail eventually, but that takes about five to ten years so you would be fine for now. What he is saying is that you should get an SSD for your boot drive which will load Windows 10 in five to ten seconds and put a few games on it. SSD's are much faster than HDD's and last longer because they have no moving parts. The also don't need to be de-fragmented periodically. But still get an HDD to use for a majority of your storage.

The Ryzen 5 1600x is what is recommended for black ops 4, would the ryzen 5 2600 be better or worse for playing black ops 4?

The difference wouldn't be too noticeable, however if you are not going to be doing a large overclock (it's a b450 board anyways) the 2600 will be better.
