How do i prove internet is slow?

Hi,
I was for 3 hours in my flat today, unable to connect to the internet with my laptop.
My 4G wifi mobile router worked fine last week when in London.
But today it wouldnt work......i am now in a city in the north of UK.
I couldnt even run a speed test, as i couldnt open a browser without
it freezing.
Though My wifi "tray" reported that i was "connected" to 4G wifi.

However, it was obviously a "partial" connection, and i couldnt surf any sites.

I then went to mcdonalds restaurant down the road and immediately got on the internet with the
same laptop no problem...the speed test said 17Mb/sec download and 14Mb/sec upload.

How can i assess the speed of the router in my flat so i can report it to my
internet provider? its obviously very slow but cant be measured!

Its often slow like this, and often in the daytime...and sometimes better in late evening.

That only tells you signal strength from your computer to the device, it doesn't tell you overall signal quality over cellular.

You could indicate 'its not working at all in this specific location', what provider is it and what signal strength are you getting? Cellular coverage is very variable.
ts often slow like this, and often in the daytime...and sometimes better in late evening.
Which plan are you using? Usually budget ones are deprioritized.
