Dell Inspiron 4150 problems/questions???

This Dell Inspiron 4150 is my girlfriends computer.....She has a Pentium 4 Moblie CPU 1.6 Ghz. When I go into system properties it says this but right below it says 1.2Ghz, 256mb of ram. Is there a reason why CPU is losing a .4Ghz of speed?????

That i believe is SpeedStep kicking in and reducing the clock speed to save on energy and reduce heat. It does this when the processor isnt doing anything but once you start doing something cpu intensive then the clock speed goes back to normal.
