3rd Party Software to Format Thumb Drive

I'm trying to find a way to format a thumb drive other than thru disk management. It has 2 partitions and they're recognized separately by the computer (it was like that when I bought it). I'm only able to format each partition but I can't reformat and combine the 2 together. I assume it's only one drive inside because if I "stop" 1 partition for removal, the other stops as well.
 
That software is hard-wired into the thumb drive, no way to remove it. There are certain brands that have this software, and others that don't...

No it's not...unless it's different from the SanDisks I've come across in the past. I know there is software to remove that partitoin(Specifically for the USB stick) but I don't recall what it was called as it was simply shown to me. But it's not something that's easy to find because they obviously want more from you :P
