New Computer Issues?

I finally got my new computer parts in yesterday. Me and a CSI major assembled all of the parts. When the big moment arrived (yea, the one that tells you if your waitinng another 2 weeks for new partsk) we turne it on and all of the LED's came on but no CPU fan and then withint 2 secs it goes off with no power. After another 2-3 secs it all come back on agian and so does the CPU fan but we get no visual on the moniter at all.

Any ideas what this could be? Did I get a faulty PSU? DOA Mobo? We checked all of the wiring on the mobo and it all seems to be just fine. You guys where the best in helping me build my computer from scratch. I'm am comfident that you guys will pull through for me agian ^^

have you tried running the pc with only CPU, motherboard, RAM and video card? (the rest disconnected from the motherboard and PSU)

I'm pretty sure we disconnected everything to the bare minmum for boot up. At this point in time I have my computer at my university's tech support. I'm hoping they have the equipment to test for PSU and Mobo problems.
