yes that is true, but a 7950GT and 2GB of RAM can do fine on OBlivion at medium settings, however you must extend your budget to fit that

On medium. But still, 2GB of RAM, an E6300, and a 7950GT is more than $500. I personally would recommend an X1950XT over a 7950GT, though.

If you want everything on high, you're looking at buying a very high end computer.

19 fps aint bad unless you want to go DX10 and get an 8800 with 256 RAM and a sempron 2800 to fit ur budget. jk lol

and medium settings isnt the end of the world either

GPU for oblivion on high and flawless would be a 8800 GTS, but thats really pushing the budget and I dont know how hard core of a gamer you are but that will last you 3-4 years at least I am guessing

but for your budget, X1900XT, 7950GT you can choose
 
Nothing wrong with a less than new processor :)
I still run a P4 2.8ghz w/HT.
Then again, Core 2 Duo is coming soon :)

in determining the performance of a single core processor, you look at the speed, cache, and what else?

you dont look at any of those. you look at performance. a pentium 4 at 3.2ghz with 2mb cache could get crushed bt the 4000+ which has half the cache and a fraction of the "speed"
its because athlon 64 has much higher performance per clock.
just look at benchmarks... they tell all.
