Can anyone tell me the diff between Win Vista OEm / Upgrade / Full ? i DIY my PC myself so which 1 is the most suitable to use ?

An OEM i think.
that or the the full version.
cause building your computer means a new harddrive, meaning you need a clean install of an OS.

OEM would be the best since it's usually half the price of the Retail. The only major difference being that it doesnt come with the fancy box.

Upgrade is if you already have an OS, and just want to upgrade, but I would buy the retail/oem, otherwise if you need to reformat you would have to install XP first.

I heard that if you get the upgrade that you will run into problems thats just what I heard did anybody else hear that?

I heard that too, when you come to install the upgrade you get the option of a clean install or to upgrade keeping all of your files but apparently some people have found that they start the install then have to go back and uninstall a load of other programs that aren't compatible, haven't done it myself yet though so can't say for sure,

also the other difference (as far as i understand it) with retail over OEM is that with the retail version if you build another system at a later date and uninstall it from your old machine you can ring up M$ and reactivate it for your new machine but you cannot do this with the OEM
