Windows XP freezes on restart..

I just build my computer and installed Vista but after a few days i found that the games i like to play run at a unplayable fps. So i took a old IDE 60gb hdd and I want to install XP on that HDD. So when I try to install XP on the 60gb HDD i get through the copying files and then it says "Your computer will restart after 30 seconds" so it restarts. Then it goes to the black page where it lists all the pci,hdd,ide,ect connected and then it just freezes(and a few of the letters/numbers flash random colored symbols). I thought it might be just loading so i waited for 2 hours but nothing happened. Anyone know whats wrong?
 
incorrect jumper placement on the 60 gig hard drive maybe? try unhooking all other hard drives and set the 60 gig one as master.
