Whats the best bet on a cheap PCI exp[ress card

Right,
Im thinking of putting my new computer in place of my TV and using that as a TV with a PCI tv tuner.
I currently am only running on intergrated graphics from the mothebroard and i want to invbest in a graphics card, so TV and dvd's will look in good quality.

My motherboard has a PCI - Express 16 slot and only 2 PCI slots - and i need to use both of these PCI slots so the graphics card cant be too bug and chunky, but perfroms well so i get good image qaulity whislt watching things, and doesnt slow the computer down too much

any help woiuld be great the cheaper the better

if you want to have a good image quality for tv tuners and hooking it up to a tv you want a graphics card that has a high amount of pixel per second fill rate also you are going to need a new power supply i would reccomend you to get this

Thats an AGPx8 plus why the need for a power supply??

whats a good number of pixels to look for in a card suitable for me??

blah pixel fill rate.. you need to look at pipeline, ROP's, core/mem speed, bandwidth, and memory. And the card i posted is great at that price.. i would go with that if you can. :)
