Right click on the task bar > properties > start menu > customize > advanced > scroll down the list and make sure that "run command" is checked, then click ok and quit.

Only thing I can think of is that you are a user which has the run command disabled by an administrator.

And I beat you by a few seconds Dave :P

Open notepad and copy blue text:
Windows Registry Editor Version 5.00

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"NoRun"=dword:00000000

Save it as fix.reg
Double click on it and answer yes.

!!!Remember to backup your system before any changes to the registry!!!

it says registry settings has been disabled by your admin...but I am the only admin...:confused:

Try login in Safe Mode as an Administrator and change your account to Administrator. It might help.
You can try recover Run in Safe Mode as well.

EDIT:
net user command in command prompt lists all accounts and account type on your computer.

Isass.exe most probably removed Run from your computer
Installs programs. Deletes programs. Invokes dll components. Creates Run Keys. Runs other programs. Communicates with web sites using httpout protocols. Has mass mail capabilities. Communicates with other computers across the web. Scans active processes. Hijacks running processes. Has outbound communications. Sends mail using your email program. Creates known malware. Creates copies of itself.

First, go to the User Accounts menu (Start > Control Panel > User Accounts), and tell us if the account you are currently using is set to "Administrator", or "Limited".

If it is Administrator, try logging in under safe mode as the administrator, and see if you can use the run command or edit the registry.

You can also try going to the task manager (CTRL+ALT+DEL), click File > New Task, and see if you can access the Run command that way.
