Video Card no worky?

OK I got a new video card for my computer, it was a Radaeon X1650 512 AGP for a upgrade from my old cheapy 128 card. Well the card ran ok, but I only had a 200w power supply and I needed a 350w. So I went out and bought a 450w power supply and installed that. Well when I went to run it up, the monitor was getting no output at all cant even get bios to come up. So I pulled out the new video card and it turned with the on-board video it ran just fine. I put the old 128 card back in and that worked fine too. So then I thought it was the power supply and I put the old one back in, it still didn't work. The computer sound different when starting up with the new card. I tried to pull the battery from the motherboard, that didnt work. So is my video card died?
 
The min is 1.0 amp and the max is 17.0amp, but I can put the video card into the AGP slot with out putting power to it, and it causes the monitor to get no input.... and the computer sounds like it cant load windows.
 
Im dont know that much, but it work before on the 12v plug in, I dont see anymore plug ins on the video card itself. It did work before, was acting funny that why I bought the new power supply.
 
Do you have this pluged into the card, if that power supply is 17Amp and just a single rail thats not all that good.

yes that is the plug in, the video card fan is running. I just tried to reinstall the drivers and i got a error. Said something about a AMSruntime.. something like that
 
also the power supply says something about dual rails, now the video card only has a single rail hook up. Im really new to this, is there anyway i can hook them up?

Well if its a dual rail 17amp thats better than a single. As far as the video card having a single rail, I have no idea what your talking about:D. Do you mean should it have 2 power connectors, if its that then no.

stranglehold, I really dont know what dual rail is, lol i just know that the box says that. The duel rail going to 35amps but I really dont understand how that works. As far as my video card, its the x1650 pro but I dont have a 6pin power power i have a 4. Plus when the card is just sitting in the agp slot with no power.. its still stoping my computer for starting up. And the old card runs fine. Im started to think Mr.static got to my video card and shorted some things out.
 
ok, i really dont have another computer to test it on.....think i can take it to the guys at best buy...if it dont work just get a new one...
