A reversed pair of wires or one left off will stall everything. You will have to get in there with a pocket magnifying glass and a pen light to look over the small wires coming in from the front panel. The "pled", "reset", and "hdd led" wires can't be cross plugged or have one left off. The green led being on shows that the supply is working and is providing what the board needs. With the board in off mode the fans won't start.
For those with experience the two pins on the block are often jumped in case the power button is no good? If the case came with a bad switch ut oh! But it's also too easy to reverse the wires too.
how about the power supply voltage switch? surely if it's set to 110V instead of 240V it would provide enough power to light an led but not enough to power the system, has it been mentioned yet? mind you it would have no doubt fried the PSU first??
