Not that I know of, but with some Linksys routers you can set priority to each device. So if your worried about not having enough bandwidth for yourself, you can set your PC to have the highest priority.
I've found that this obviously doesnt work 100%, but it does improve my latency and download speeds when someone else on the network is downloading or uploading photos.

yes you can not 100% but ne way go to 168.192.1.1 and if you havent used to online setup before the password should be admin if you have then you obviously know it, login go to application and gaming and here is a pic of the settings i have mine set as port #1 but youll want to make the changes to the port you r using hope it helps if you need ne more help just drop a line

yup QoS for the win, thats how you do it. You can restrict bandwidth and access by MAC address of the nic on each client machine.
there's a program called net limiter that actually lets you shape network access speeds

yeah but that would have to be installed and configured on each client machine, software is not the answer. Especially if your router supports QoS, which most do these days.
it gives control on a program by program basis, tho
so you could, for instance, limit gnutella traffic, while allowing internet and e-mail to remain uncapped
i agree it's overkill for a home user
i think it's more geared toward businesses, to keep people from hogging traffic for non-productivity apps, and monitor people's bandwidth usage
it would still be neat, tho. might be neat to actually figure out how to split the cable bill with my roomate each month (altough if that was the case, ID be paying for 99% of it
)

So does QoS. You can give your bit torrent client carte blanch if you want to, or limit it, and you can even set times of the day where the limits change. Like let bittorrent eat all bandwidth from 3 am to 7 am every day.

There are many ways to accomplish this, setting up a proxy server with authentication (squid proxy) and then limiting each user a cap on bandwidth....problem solved.
The problem is, that a lot of home consumer routers don't have the robust QoS, so you may have to look into third party firmware like from www.dd-wrt.com
