Something Very Bad Has Happened

Oh dear. This does not look good.

Just finished my first build, thanks to most of the people on this forum. Turned the PC on and everything worked fine, and looked good and I got up to the unable to load Operating System message. So far so good. I restarted the machine, with my Windows XP CD in and got the Windows XP screen, things were ticking along nicely and the computer was, I think, formatting the hard drive (the yellow bar was 20% along the screen with the blue background). Then, nightmarishly, my electricity briefly cut out. Like, how often does that happen?!?!

So, obviously, my computer switched off. When I switched it on again, all I get is the load up screen saying "Unable to load Operating System", or words to that effect and nothing else. No option to load CD, nothing. I can still access BIOS, and tried to make it boot from the CD before the hard drive but to no avail.

So now I'm stuck. Please tell me there is a way to resolve this problem? I can't have lost all that work and money because of a stupid 5-10 second power cut could I? Is there a solution?
 
Most computers have the option to totally remove the hard drive from the boot order. Try that, but of course, set it back after windows installs.

I can't see anything else being wrong just from an incomplete format, though every so often I hear of power outages causing some issues... Eh, but I still don't think it's anything...
