Can I locate where someone is located?

Hi, I'm new to computers, a newbie, and I'd like to know if there's any way in which I can find out where someone is located?

Is that illegal, is it safe? Is it possible?

Okay, do you want to know the IP of www.youtube.com or a user on Youtube?

Because the IP of www.youtube.com isn't hard to find out, what you can't find out and only the youtube admins know is the IP of a user.

A user. I'm not trying to do anything wrong, just locate someone. This person has been posting very funny messages and says that he lives in England but I doubt it.

It wont be possible to locate a users ip on youtube, unless you go through some sort of legal process with their admins, and that just seems crazy to me.
