video special effects

any one no of any special effects programs i can edit my videos with. And a sheaper one not a 500 dollar one. One under a 100 bucks.

What kind of effects?

Because you can do basic stuff with WMM. Windows Movie Maker.
Which is already on your computer.

im just becoming a video editor now my friends and i like to make movies but i just want some special effects to put on them because they are just plain but they would be kool with special effects
