Help with Pentium D temp problem

Little help would be greatly appreciated. I bought a Pentium D knowing that they run hot from reading forums and what not. Silly me figured I had all the cooling covered with a good case and a new heatpipe cpu fan. I have now tried three fan/heatsink combo with artic silver compound the works and cant get this thing lower than 61degrees C. I have tried everything I know and i've built 20+ computers and NEVER had anything I couldn't get the temp down on with artic silver or adding a case fan. Intel says the temp max on this chip is like 64 and I hit that and a few above while maxing out the cpu. Is running it at this temp gonna burn it up if its not shuting down or anything? Cant tell if its slowing at all since I just built it. Any advice is welcome. Thanks.
 
Intel's suggested max temp.... I have the Thermalright Ultra Extreme 120 with a SilenX 120mmx38mm fan, I am at 23*C idle and the highest it has ever been is 42*C. How are you applying your AS5(Arctic Silver 5)? Make sure you didn't/aren't overdoing it. Could you explain your case setup and/or what cooler you have now. I am sure, if you are willing to invest the money, one of these Thermalright UE coolers will bring it down to the norm.
 
Right now im using a Zerotherm CF900 92mm fan. I used a BB size silver in the middle of the processor. After removal evertime it looks like a good set on the cpu. I have a midtower case with a 120mm rear fan blowing out and two 80's pulling in. One from the side vent and one from the front. Never ran anything close to these temps before. Thought the first time I set it I had a gap or something but after two fans and four resets I dont think thats it. LOL

That's supposed to be a good cooler and that's one of the many good ways to apply compound. See if it feels warm to the touch....

just a thought. could my temp be off in the board bios?

There's always a possibility......
