Computer boot problem

First of all, Hello to everyone. I just registered here.

I'm having problems booting up my PC. It will not start up if i leave it for a while after shutdown. When the power button is pressed the lights will tun on for just a split second and go off. Press again nothing will happen. But if press and hold the power button for about 5 seconds and release and then press again the lights will blink once just as before and nothing will happen.

When this happens, what i do is turn off the power from the mains and leave it for a while and turn it back on. It will then start up with no problems at all. Restarting in windows has no problems either. And so does shutting down and pressing power button before it gets too long, like 5 minutes.

Another thing i noticed is that in a normal start up the processor fan starts turning after a second or two along with a single beep. At times when it won't start up, the processor fans starts instantly when power button is pressed and stops.

My PC specs;
Intel(R) Core(TM)2 Duo CPU E6850 @ 3.00GHz
Gigabyte GA-P35-DS3 rev1.0 (Bios rev. F4)
Corsair CM2X1024-6400 (pair of total 2GB)
MSI RX2600XT 256M DDR4 PCI-E graphics card
Seagate Barracuda 7200.10 SATA 3.0Gb/s 160-GB Hard Drive
LG HL-DT-ST DVD-ROM GDR8163B (DVD-ROM Drive)
LITE-ON LTR-24102B (CD-RW Recorder)
Agere systems PCI softmodem
SiS 900 PCI fast ethernet adapter
USB mouse and keyboard
HP Deskjet 3940
OS: Windows XP Professional

Power supply: As the label on it says, PowerLogic magnum 250
Max/peak = 450W
Pure/real = 230W
+3.3V = 15A
+5V = 22A
+12V = 12A
-12V = 0.5A
5Vsb = 2A
P/G = OK

Thanks for any help on this issue.

I would say that you need a 650 watt PSU as a minimum. A 450watt would not cut it with that CPU alone, now add in the GPU and everything else, and you are way under powered.

A 750 watt would be better for you, and do not go cheap. Get a good name brand PSU and it will last you for years.

I thought so. But wanted to check if this could also be a problem with the power switch.

It is a custom build. I upgraded my home pc. Am studying in Malaysia and coming back to home country on vacation bought the motherboard,processor and other stuff from Malaysia. Forgot about the power supply then.

It starts all the time if i do it the way i said. Even now i am using the same pc to type this.

Would it be possible for any of you to calculate the minimum power supply requirement for my PC? So that when i go to buy i won't buy the wrong one. Am in Maldives, so it isn't very likely the models you suggest will be available here. They don't have everything here.

Thanks guys.

Oh darn, he cant use the corsair 520HX!..

400W could probably cut it.

750W won't be cheap i guess. Can u tell me which voltages will need how many amps approx? Because i read somewhere that if the amps are on the wrong voltages it won't help. And like i said, the best quality PSUs may not be available here.

By the way, could i be damaging anything with the current PSU? The EasyTune Centre readings show the following

Vcore A +1.20
Vcore B is blank! (is this normal for a dual core?)
V3.3v = +3.44
V+12 = +11.60
V cpu vid = +1.300
CPU1 Temperature = 34
CPU2 Temperature blank!
