Standoffs?

Since brass is a conductor, yes. If you put plastic washers between the screw and the mother board, and another one between the stand off and the motherboard you might stop it from shorting.

why does no one ever really bother using them then?

if the motherboard fits perfectly into the chassis, there shouldn't be any need for insulating anything

the only reason I ask is because I'm having troubles and it seems the case is the cause of a no boot, and the only thing i could think of was the standoffs.

Are they all placed in the correct position? If there's a standoff placed where there's no screw hole in the motherboard, it's possible that it could be grounding.

No, they are all where they should be under the mobo screw holes. Anyway, I dunno what was with that case but just decided to go with the Antec 900 instead everything is almost working properly now.
