Programs won't open

Hi,
I am having problems with my computer, sometimes it "freezes" - but it's not the typical type of freeze where you can't even move the cursor. When my computer freezes I can still move the mouse around, and open folders, but I can't open any programs. When this happens when a program is already open, for example firefox, I can't open any new pages. I also can't open task manager to fix the problem. And finally, when I click "start", "turn off computer", "restart" (or "turnoff"), my computer doesn't restart. I have tried running antivirus/spyware programs, as well as registry fixer. Does anyone know anything else that I could try to fix this problem?
I am running windows XP on a Hewlett-Packard Pavilion (AMD Athlon XP 2400+, 2.00 GHz, 480 MB of RAM).

It might be a registry problem try runnig a registry cleaner/repair also run services.msc to see if any of them are turned off that shouldnt or vise versa. check online for the ones that should/shouldnt. Also you might as well check your hardware to make sure nothing is messing with you like overheating or ram is to full or messed up (actually on that note run memtest to check for errors in your memory). Ya thats all i can think of, hope it helps.
 
Thanks everyone. I have tried defragging the hard drive as well as a registry cleaner. I will try the other suggestions and report back.
 
I have tried pretty much all of the suggestions here. I think it is getting better, although it still freezes sometimes. One thing I noticed is that it usually freezes when it idles too long. I can use the computer for an hour with no problems, but if I let it idle for 15 minutes, when I come back it freezes when I try to use it again. Any ideas what might cause that?
 
i will suggest you to reinstall the system....
format all driver....

Then why doesn't he just install and reinstall the drivers?

Reformat may not be necessary, but I'd try memtest86.

If you just stand it, reformat then. Backup everything important to an DVD or CD first though.
