Is lower cpu/mobo temps normal after overclocking

I just finished overclocking my Pentium D 3.4ghz cpu to 3.74ghz. When i checked the temp before overclocking it was averaging cpu:47C and mobo:39C. After overclocking it dropped cpu: average 36C and mobo: average 36C. also chassis fan speed was at 15000 rpms before overclocking and after about 8000 rpms is this because of the lower temp? Also would like to know what the CPU cooling System Thermal Resistence is??

Got that motherboard to :D Nice!. No fan will run at 15k RPM. The temp should NOT drop, but instead raise..

ya that sounds kinda shady...heat should rise abit when overclocking....are you sure you overclocked?and what temp software are you using..?
