New build SOMETIMES boots

I am building a new computer and it will sometimes boot into the BIOS or wake my monitor. Every connection is tight and no drives are hooked up. It does not seem to matter if there is a keyboard plugged in or not because when it is in it does not light up. It is a gigabyte mobo with external NVIDIA graphics and Intel processor. The computer contains all new parts. No external peripherals are attached except for a monitor.
 
Can you hear any Beep codes, or is there a LED on your motherboard that is displaying any codes? And sometimes using a usb keyboard and mouse will not work when first building a system. Sometimes you need a ps2 keyboard.

No beeping sounds are coming out of the machine and I do not see a blinking LED. I have tried using a PS2 and it still did not work.
 
Try using just 1 stick of ram. If that one does not work try another stick. Post back with results.

When I try one stick in slot #1 it boots with keyboard working. When I try the other stick in in the same slot, it does not boot constantly (1 out of 6 booted). Should I assume that the one stick is bad and get new memory?

Yes. Return the bad stick of memory.
