Best possible cpu for this motherboard

Dont get a 43 buck Biostar board for a X2 6400. If you want a AM2 board get a Gigabyte or Asus with a 570 or 590 chipset or get a AM2+ with a 770 or 790 chipset board for better upgradabilty.

Well I chose this board because I need agp support.

Will the board slow the processor down at all?

If you are upgrading, you might as well upgrade to PCI-E and get a new video card. AGP is very outdated right now, with PCI-E being out 3 or more years. Don't waste your money staying with old technology.
 
Also, why are you going with AMD, why not take a look at intel, their products beat AMD's, they require less power, produce less heat and overclock further too
 
If you are going to go with upgrading, just go the whole hog and upgrade the graphics card as well. Otherwise if you do gaming your CPU may be bottlenecked. Also look at Intel because as you can see they are overclockable. Mine started out as 1.86GHz and with only a tiny voltage increase it now sits at 2.8GHz stable.
