is there any way to connect a computer wit an s-video port, a VGA port, and some USB 2.0 ports to an HD TV and have it be in HD?

It is possible. With your method, I am not sure.

I stream free HDTV, with a USB TV Tuner. I use it on my Mac, but I am sure its PC compatible. The tuner itself is $150, but that comes free with their TV service, which is mostly HD content, if not, high quality TV. I bought an actual antenna, thats use is for this purpose, it works great.

I'll edit in the link for the tuner.

Edit.

Alright, here is the link to the tuner I have.

The tuner itself is not PC compatible, but the software it uses to receive the TV works with PC tuners, with an antenna, I think.
