That would probably be the reason it's slow. With low amounts of RAM the OS has to use the swap hard drive partition more often and it is very slow compared to RAM.
There are no special desktop effects installed by default. You have to go in and install them yourself, then configure the Advanced settings via a GUI. On-board graphics may or may not have a hard time keeping up, depending on how what kind it is and how much memory. I had lightning fast, cubes, rings, fire, water, etc. running a 4.5 year old 64 MB card until I finally got a new one. You'd be surprised how little resources even the most demanding desktop versions of Linux actually use...
In that case, yes I'd say the OB graphics wouldn't cut it. Maybe with some tweaking, but I'm not certain. Do you have access to an old PCI card you can put it; you won't need much memory on it.

HEY I HELPED ON THE FIRST PAGE! im just saying the sometimes that the OB gpu Can sometimes work fine, and that he should wait and see before buying a new card. You never no he could be able to run some effects fine, so before saying im useless try and read what my post is saying/implying.
