Thats actually more like $600, you can upgrade to a P35 and a E6550 within $700 (that is without the OS included in price though)

Or just leave the P31. You have $100 (more) for a CPU then. You don't need over 4GB, so there's no real gain.
 
I like the case choice! I'm going to build another comp sometime in the near future and use that case.
