Thats very vague. How much money are you looking to spend? Is the computer going to be used for gaming (new games)?

He is not gaming.
IMO, WD Rapor is not necessary. I personally will suggest to go for a normal 250GB HDD.
GPU: I would suggest go for HD3450 than X1550, as HD3450 could support HDCP.
Case+PSU: The single +12V@22A seems a bit low...
May be SILVERSTONE ST40EF ATX12V Ver.2.2 400W/ CORSAIR CMPSU-450VX
 
Build A Desktop From Scratch

Hi, i am planning on building a Dekstop PC from scratch but i need help choosing the components. I know what i need but in which order would you buy them so that you know all of it will fit.

EG, the Motherboard, Case, Central Proccessing Unit and the power supply. In which order would you buy these.

Any Ideas?

It isn't necessary. SATAII and 250GB/320GB as stated.

X1550 is an OK card, but look at the 7300LE. Now google 7300LE vs X1550. 7300LE wins. HD3450 is a great card, but requires some airflow.

22A is very low. My $30 PSU has 39A or so total....
