Am I having a PSU Issue?

I recently acquired a computer from a friend that ended up dieing on him. When he told me of the problem, I thought the motherboard had screwed up, but when I got it home, I plugged it in and an electric sound (sorry for the ambiguity) came from the PSU. Sometimes the PSU's fan will spin for a slight second then stop. Sometimes it doesn't spin at all. I have tried unplugging the MOBO and drives, but it keeps making the sound.

I know this sounds like the obvious answer is, "Why, yes. It is a PSU Issue." I just would really like to keep this alive without spending much money, because it is a fairly good computer, and I don't want to "cannibalize" it.

I plugged in one of the other PSU, but the MOBO has another power input that none of the other PSU have. I think it is for the built in graphic card. Anyway, when I plug in the original PSU the MOBO light does light up, but I think that the PSU is just messed up. What do you think?
 
well what power input is the one your missing? how many pins in what shape?

It's a four pin, two by two. I guess I'm just going to have to buy one, because it seems to be fairly new and all the PSU I have are antiquated. There's one on newegg for 12 dollars. Do you think that is the best route?
