PC making loud fan noises

Hello, Right my packard bell iMedia 1529 Basically this is what its meant to happen when i turn it on:

Press button:
Loud fan for about 1 second:
Fan goes quiet:
Pc's in fully working order.

This is what happens when i turn it on:

Press button:
Loud fan for about 1 second:
Quiet fan for about 1 second:
Loud fan (untill i shut the system down).


It is very loud, and i dont know how to make it quiet. HELP!!!

Open up the case and clean it out and make sure that the fan is sitting right in the case.
 
Trying what vk3fcll said might work, and if not;

How old is the system? Perhaps time to replace it with a different fan? They tend to die after some time (although mine has been going for a few years by now).

I'd go for this Slip Stream fan that runs at max 1900RPM, and then slow it down to 1200 so you get maximum performance at a good sound level. And ofcourse then you have another 700RPM headroom if you need it.
