UPGRADE CPU HOW?CPU, yes
RAM, yes
HD - yes (it uses laptop drives though)
Video card - no
Ultimately it won't be worth upgrading though and even then you would be building a new computer every time anyway since RAM needs faster bus speeds as well as processors.
UPGRADE CPU HOW?
try mini itx if you want it to be really small like a mac mini and you can fit a 8800 whateveri was just looking at getting a small portable computer would these cases be able to fit an 8800GTS? and dual core?

The CPU CAN NOT be upgraded. At least not in the G4 series.
RAM can be. They use single sticks; G4's use standard desktop style DDR1, intel's use laptop style (I'm pretty sure they're DDR2)
Hard drive can be upgraded with any standard laptop IDE drive. Newer Intel based ones may be SATA, but still 2.5" for sure. I've heard of people using larger drives, but it requires case modifications and you must modify the port (at least with IDE)
Can't upgrade the video card. It's onboard and there's no expansion slots inside.
Actually, I was referring to the Intel ones where you can in fact upgrade the processor. The only way you can get a G4 mini is ebay nowadays.
it is just like a small form factor PC, with a socket prcoessor
