How de you activate port 5001

Hi,
I have a problem with port 5001. I have a program which uses this port and suddenly one day it stops because this port has been blocked or disactivated or whatever. My server supplier says its a software problem and nothing to do with them. But I am using Windows 98 which on its own wouldn't disactivate a port and no other programs use it.
Can anyone suggest what I can do or how to see if it has been disactivated.

I have "Panda Internet Security" but I even uninstalled the program and it still doesn't work. Perhaps the provider has a firewall with the router but that's another problem, because the provider says it's a software problem and nothing to do with them.

login to ur router by going to 192.168.0.1 or 192.168.1.1, then go to port forwarding and enable it... if u get stuck, let us know. what router do u have?
