Well it says I can't install IE6 because a newer version was already installed. But I looked a bit more through the add&remove programs list and saw the IE7 wasn't under internet explorer-but under windows internet explorer. So it did install. But now I'm trying again.

I am at the end of my rope here. I have downloaded the IE7 installation file multiple times, installed it, restarted, only to find nothing had changed. Nothing new in the folder, no new icons, nothing. Like nothing happened. I have a screwed up internet explorer folder when IE5 or something...

That is sometimes true, but its best not to make that generalization. I can think of at least 10 examples where that isn't true. Then with an nVidia -> ATI comparison, its even less true.
