hmmm,...try uninstalling your ram, clean the metal conductors using a rubber eraser, an place it on a different slot,...

why not go for an 8600GTS? more future proof than buying a mid-range DX9 card

do you have an onboard graphics? chances are your onboard graphics is allocating 128mb of your ram...pls post your specs,:)
