It doesn't take your CPU usage, System Idle process shows how much % of your CPU is available, if it says 100%, your CPU isn't working at all (it's working of course, but it's not performing any tasks), if it says 0% your CPU is working on his maximum. Pepole get quite confused with this process.

I see, but i do not get why my FPS is so low...
I don't know if it has something to do with my Internet connection / Modem.
 
I think you should run a disk defragment. If you havent run maintenence on your pc in a while you HDD will get messed around and that will effect your frame rate. Run defrag, do a disk cleanup and check disk. If all that fails to speed you up a bit try removing some old junk of your system, you'll be surprised how often hdd is the problem. Also what games are you playing?
 
I'm playing: Diablo II and GTA: Vice City.

I've already done a Defrag. but it didn't realy help.
My frame rate went abit higher, but still sucks.
