I oc'd my e8400 and when I run cpuz the speed jumps back and forth from
2.55 and 3.83.
Is this normal or do I have something wronf here?
 
It's probably that setting in your BIOS that underclocks your CPU frequency when it is not working 100%. I can't remember the name though...
 
It's probably Intel Speedstep (EIST, Enhanced Intel Speedstep(?), Whatever) that clocks the CPU down when it's idling, it's perfectly normal. If you want to turn it off just to make sure that your OC is stable go to BIOS and disable it (it's called EIST in BIOS).
 
Its called speedstep or processor frequency scaling. Present on nearly all laptops - in the past want found much in desktops, but is now common due to the core2 chip.

Intel boards call it speedstep (trademark) - other boards sometimes call it something else.
 
EIST, PPM function, C1E, thermal throttling. i disabled all of the above in my bios because they effect how fast your system runs at different times and in different ways.

really, it only loses you about 1ms to switch speeds, but it might jump up and down multiple times while gaming so to reduce lag (minimally) you want it disabled. it really won't effect your gaming in the long run though.
