I don't know where to post this but whatever. I have a shortcut I want to delete, but it says it's no longer located in certain folder and I should verify its location first, but I don't know how, so??

Easiest way is to boot into safe mode and then delete it.

Also, please make your title more descriptive and not just three exclamation marks.

When you start up your computer, press F8 during the boot up process and then select "Safe Mode".

I've deleted the shortcut in the safe mode. When I restart my computer normally, the shortcut is still there, it is not deleted yet?

In Safe mode you usually have 2 accounts you can log into...one will say Admin other will say what ever you named your computer when you installed the OS.

There might be one in the account other then the one you went too.

Still not fixed id say this

Try running Malwarebytes' Anti-Malware in safe mode (free program) and spybot. See if anything is creating that shortcut for you.

Oh well. Is there another way, What if I format my PC? serisouly that shortcut is too annoying.
That would work but seems a bit overkill.

What I would do is download the free program called "Unlocker", which will let you remove the shortcut even if Windows doesn't.

Unlocker didn't help, it said I can only delete the shortcut when I restart my PC, but nothing happened.
